That being said, I'll try to troubleshoot with what I can think of. To buy new gear on Fortnite you need to buy the in-game currency for Fortnite known as V-Bucks. This can be purchased via Microsoft Points or a card connected to your account. More info

Second: Check your child's privacy settings. It may be set so that they have to receive permission before they can purchase content. More info here: Child

If none of those are the scenarios I would contact Xbox Support and tell them about your issues and present any error messages or codes you have received. Xbox Support.

Adult account can buy anything

Child accounts cannot make 360 purchases regardless of parental permissions from the web

You must use a 360 console if a child account or a parental account has to make the purchase
