    I understand that 1.13.0 and higher are still beta versions of Minecraft that are not stable yet, the major version 1.12.0 is the one current stable version so I think you might downgrade due to servers not supporting beta versions yet.

    you have Xbox LIVE Gold subscription?

    Did you check the game servers to see if they're okay? It is possible that there is some maintenance and therefore can not run. Otherwise, write directly to the technical support of the game.
