I buy Just Cause 3 on Xbox store and do not get the Just Cause 2 download code

I've bought Just Cause 3 11 days ago on xbox.com and haven't received the JC2 promo-code yet... Could you please look into it? Thanks in advance.

I bought Just Cause 3, but did not get the free copy of Just Cause 2.

So, I read on Microsoft website (https://www.microsoftstore.com/store/msusa/en_US/pdp/just-cause-3-for-xbox-one/productid.313108600)
that If I buy Just Cause 3, I would get "tokens" to get Just Cause 2 for free. So, I bought Just Cause 3 on the 5th of July, 2016, but did not get the tokens or the code to get Just Cause 2 for free.

I went back to the website, and realized that I had to get the Day One Edition of Just Cause 3. I paid $50 to get the game and the Day One Edition was also for $50, so why can't I get the code for Just Cause 2? So, I'm asking whether I can get the code (for
Just Cause 2) since I paid the same price for Just Cause 3 as the Day One Edition of the game.
