Now i can buy Any game But i can't buy fifa 15 :9 It's says " this game's region does not match this console it will not be downloaded and you will not be charged

Fifa in my region working good i got fifa 14 and working great so is there anyway to fix this guys

I was charged for some points on a game on an account that has no access to the game I was banned 2 years ago for my team name somehow I’ve been charged 35.99 for points I don’t even play that account for the game I’ve been charged idk where the charge has come from I wouldn’t buy it as I can’t even play with that account like
