    In order for a game purchased on an Xbox console to be available for download on a PC with the same purchase, it is necessary for the game to be part of the Xbox Play Anywhere catalog, which you can see in the following link:

    It seems that the game you mentioned is not part of that catalog, as you can confirm by checking the link I shared earlier.

    Its unfortunate that both were released at the same time, i remember Peter Jacksons King Kong being one of the first.
