I bought Snow Runner digitally on Xbox, can I play it on PC?

Hi,

I purchased "Snow Runner" on the Xbox one a while ago and was wondering if I could download it on my PC. I had bought the game digitally through Microsoft so I was hoping I could do so.

As per checking the game is not an Xbox Play Anywhere which means that your license for Xbox can only be played on Xbox.

snow runner is crossplay but not play anywhere, meaning you have to purchase the game and dlc for each platform you want to use it on, as the game is in gamepass on console and pc you can use the game but not the dlc as it is a different platform.

On my xbox it shows that I own Snow Runner Year 2 pass but there is no content. I tried refreshing already but it still didn't work, and I also tried restarting my xbox.
