i bought nba2k21 in epic games launcher and it is not running

I doubt it as the PC version of the game is run by Epic Games in their own launcher and therefore PC users are encouraged to buy directly from them.

Ultimately the decision to make vbucks cross platform will be down to Epic Games and not Microsoft or the other platform manufacturers.
