I bought inactive card

It needs to be activated at the register of the retailer. You would have to take it back to the store to activate it.

If you have already contacted Walmart and they said they couldn't activate it, please give it 24 hours because inactive codes can sometimes take up to 24 hours to be activated. If it still hasn't been activated after 24 hours, you may want to try contacting Microsoft Xbox Support for further assistance.

I tired they said they couldn’t do anything I still have my receipt too.

take it back to Walmart, they didn't activate one of the cards so it is their responsibility.
