Does your console have hard drive? There's a chance that it's also a hard drive issue.

No, the issue does not occur to other games I have installed. However, Manhunt is the only games I have installed that was released on the original Xbox.

I tried deleting the system update and then re-downloading it but it did not work.

I also tried deleting the cache, which didn't work either.

I just re-downloaded the game for the third time, and it still will not launch.

I should note that another one of my games has had some issues as well. I have MLB 2K10, but the game has been broken to where I can't even throw a pitch in a game, and if I try to exit the game, the console freezes. So I think there may be something wrong with my console.

Unless you have any other solutions I could try, do you know if I could possibly get a refund?

Does the issue also happen to your other 360 games installed on your drive?

Let's try to redownload your console system updates.

On your console, go to Settings, and then select System Settings.
Select Storage.
You’ll get a “Delete System Update” message. Select Yes. The console will restart when finished.
After the console restarts, download the update when you are prompted.

You may as well clear your Xbox 360 cache.

Press the Guide button on your controller, go to Settings, and select System Settings.
Select Storage.
Highlight but don’t select a storage device, and then press the Y button on your controller for Device Options.
Note: It doesn't matter which storage device you choose. This clears the cache for all storage devices.
On the Device Options screen, select Clear System Cache.
When prompted to confirm storage device maintenance, select Yes.
When you’ve successfully cleared the system cache, you’ll return to the Storage Devices screen. You can then press the Guide button on the controller and return to Xbox Home.

Let me know if that works.
