I am dealing with this same issue. I bought the all access series x from gamestop and there is no option to activate the game pass.

Resetting factory defaults did not work. Don't waste your time just return it. The Kinect is broken.

My Kinect has been turning off since I bought the xbox one 3 years ago first kinect I had to unplug whole system 2nd kinect I bought I had to unplug kinect from the back. Would turn on and off and stay off till I unplugged it and was sluggish with my voice
commands. When verizon fios upgraded me from a generation 2 router to a generation 3 router a few weeks ago both kinects work very well and never turn off or miss a voice command. It has something to do with the router.

Do you have access to another Xbox One console to test on that?

When you say you 'reseted the console', do you mean a full factory reset or just a hard reset?

Have you had any other issues with the console when connecting to and downloading from the store?

I will check the 360 discs at a friends xbox one x and report back.

I did a console reset via the System > System settings > Console info > Reset console > Reset and keep Games & Apps. Is there another way to reset?

I had no problems so far downloading from the store. I bought and installed the last game week ago or so without any problems.
