Looks like your Xbox Live region is set to a region that Xbox Live Rewards is not available in (Austria). This is the reason why you are unable to join the program.

Since your account was only recently created, we do not have your data yet. Please allow up to 96 hours for us to receive and process new information. Furthermore, we see that you do not have any Microsoft Payment Account information associated with your
Microsoft Account. Since we can only deposit into a Microsoft Payment Account, you will not be able to register if you do not have this information, as mentioned in our FAQ:

How do I make sure my Microsoft account is properly set up to receive Xbox Live Rewards deposits?



In order to receive deposits in the form of your country's local currency, your Microsoft account must be transitioned to currency. As long as you have a billing address on file in your account,
you simply need to redeem an Xbox gift card, a Microsoft Points card, or a Microsoft Points code with your Microsoft account to begin your account transition.

All i want to do is to change me date of birth so i can join the xbox live rewards, thats all i want to do but i am too young for it!

We see that your Microsoft Account region is still set to the Indian region. Since India is not a valid Rewards region, you cannot register into the program. You will have to change your Microsoft region from your commerce page at (https://commerce.microsoft.com/).
If you have only recently done so, please keep in mind that it takes us up to 96 hours to receive and process new information, so if you have only recently migrated, we have not yet received that information.
