I am trying to use cloud gaming but when i sign in it says can’t change Privacy settings....

Unfortunately, child accounts cannot change their Xbox profile privacy settings. Doesn't matter if they are on a family group or not.

Changing your Microsoft account birthdate does not change your Xbox profile birthdate. So if you try to change it to make yourself an adult, it will not work. The Xbox profile birthdate is set when you create your Xbox profile and cannot be changed.

Your only option here if you need to change your privacy settings is to ask a parent to create a family group, invite you to the group as a member and change your privacy settings for you.

Did you try to sign in to https://account.microsoft.com/family/ ?

Can you send me a screenshot of your account on the webpage above showing that you're not on a Family Group?

Because if you're not on a Family Group, you should be able to change your privacy settings and shouldn't receive the "why can’t I change my privacy settings?" message.

Check the Xbox status:

Check the Xbox status page. If you see any services with alerts, expand the service, scroll down to Notifications, and sign in to receive a message when the service is up and running again.

Add or remove a PIN to change settings:

Have you set your Sign-in, security & PIN preferences on your Xbox console to require a PIN when changing settings? If you’ve forgotten your PIN, you can remove the current PIN. Then, if you want to create a new PIN, select Create my PIN on the console and follow the instructions.

Oh sorry I forgot to check the thread. So both of us have our privacy settings on friends only but it say that they can’t talk to me because of privacy settings and we are both friends so they can’t here me or talk to me.
