You can try to install from USB stick too.
support.xbox.com/.../offline-system-update-diagnostic-tool

If you would like to do it from the internet then make sure you connected with cable and there is no connectivity issue. The offline option will work but for good result I would recommend to disconnect from the internet while you are updating from the USB
stick. You need to use OSUDT1 first as this is a brand new console.

I have the same problem, I have bought a new USB. I downloaded the new version (01/04/2014) (from the current xbox updating page on the xbox.com site), copied the folder to the root of the otherwise empty USB stick. I stick it in, restart the console, and
nothing happens.

I have tried multiple variations, such as formating the USB stick for xbox (which then means there is no space to copy the file to!). I have tried copying the files from the folder to the root. I have tried adding the zip file. Every combination, nothing
works.

Why am I doing this? because my internet connection sucks and is failing to update through that means, so please don't tell me to use the internet to do it! Help me do it via the USB, given the site says I can do it via USB, and I bought the USB stick solely
for this purpose!

Yes, you can restore your network settings from an attached hard drive, but updates to the console OS would still need to be handled either online or via USB stick.

I have tried the USB stick updates without settings backup but still I was required to connect to the internet in order to continue. So how it is different to have Settings backup + OS Update on USB stick?

Does that skip the connection verification?

I have tried many things like resetting the console to default setting, tried to put in a static ip address, I tried wiping my internet clean and resetting my internet settings and trying to offline update it with the 2019 Xbox 360 update from usb drive and the Internet issue arises when it says it can't find a ip address when connecting to my wifi but my laptop, 3ds and Xbox One are on the internet no problem.
