Thank you for posting in Microsoft Xbox Community. I understand that you're having issues using the party chat feature of Xbox.

Please make sure that your Xbox settings are configured properly. These communication settings can be adjusted to limit who you want to chat with.

Note: if you're experiencing issues changing them through the website, please use a different browser or a different internet connection such as mobile data then try again.

1. Press the Xbox button to open the guide, and then go to Profile & system.

2. Select Settings > Account > Privacy & online safety > Xbox privacy > View details & customise.

3. Select Communication & multiplayer, and then review the settings for the following to make sure that they are set to Friends or Everyone:

Others can communicate with voice, text, or invites

You can communicate outside of Xbox with voice & text

You can use video for communications

Note: If you're connected to a Discord voice channel on your Xbox console, your party chat status will say “Discord” and the name of the voice channel that you're in. If you want to join or start an Xbox party chat, disconnect from the Discord voice channel so that you can switch over to game or party chat. Is the second child invited to the party?

Also check in settings account, privacy & online safety, xbox live privacy, view & customise, communication & multiplayer to ensure they are allowed to party chat

Firstly is the Xbox set to home Xbox and secondly have you checked in multiplayer permissions to check both are allowed to party chat etc. Also check in settings account, privacy & online safety, Xbox live privacy,
view & customise, communication & multiplayer to ensure they are allowed to party chat

If they have their privacy settings pretty strict, that could also show them being a Silver Account, if I am right.

For some reason i cannot change my privacy settings on my main account. I have checked my family settings and it says i am not part of a family to my knowledge.

I am never able to change my settings PLEASE HELP
