Thank you for taking the time to post this on the Xbox Forums. We understand that you are currently experiencing difficulties with using a dedicated server on your Minecraft Windows 10 Edition.

In regards to this matter, there is an excellent article that I will link
here, that will provide more information on how to use dedicated servers for Minecraft on the Bedrock edition.

There is going to be some third-party software you will potientally have to use, but I would encourage to follow the link above and see if this is able to provide the fix you seek.

I do have Minecraft, and I am able to install Bedrock edition without any trouble. The problem seems to be exclusive to Sea of Thieves.

Minecraft has two main editions: Java and Bedrock. They have some differences in graphics, content, mods and cross-play. You can learn more about them here Minecraft Java or Bedrock Edition | Minecraft.

To use Minecraft Java and Bedrock, install Minecraft Launcher from MS store or Minecraft website. Then on the launcher, install Java package/update and do the same with bedrock edition.

If you still can’t access the Java edition, you may need to reach out to Mojang support for further assistance.
