When receiving a gift you also get an email with the code. Have you checked your email inbox?

If you have you can also have your friend look for the code. Tell him to:

Go to his order history page and look for the item.

Select View gift code. If the code was redeemed, check the name it was sent to.

If the code is still active, select View gift code and then Copy. Paste the gift code into the body of an email and send it to the recipient.

Gifts are sent in random.

There is no way to find out how and why they got the code.

The short answer: you cant

The long answer: gifting is region locked (something your friend would have gotten a warning about before completing the purchase) so a friend with an account in one country would only be able to gift to other friends with an account in the same country.

Your friend would have to request a refund from their end.
