    I'm not sure how to report this to Microsoft. This is one child account attempting to friend another child account in the same Family Group. The expected behavior is that it would send a prompt to one of the parent accounts to allow the friend to be added to the account.

    Your friends will be under the friends tab. When you find someone you want to add someone as a friend just to to their profile and click on add friend.
