how to upload a custom profile picture on the latest version of the xbox app

That feature is currently not available through the app. The setting has not been turned off though so you can still do a custom pic through the console or the console companion app on PC.

Only adult accounts are allowed to upload a custom profile picture on Xbox App. If your profile is a child account, have the parent account holder check the online privacy and safety settings online by clicking this

link.

Your other option is to create a new profile with adult details so you can upload a custom profile picture on Xbox app.
