That's correct as they are child accounts and you mentioned they haven't been added to the family, in the account that manage to enter the privacy settings leave the current family even if there no one else in that family, after this log out of the family site and restart the browser

Once done with that create the family again, with that account being the organizer, and add the child accounts, remember that child accounts can't be organizer they must be added as childs, and check each account on the family site prior to this to verify that they aren't linked to other families

I'm wondering if there's something that tells Live that the account is a child other than just being listed as a child account in a family? When not in the family under my account, the child account seems to have full privilege to set it it's own family,
set content restrictions, etc. The DOB is set so the child is clearly under 18. Is there something else that the child account could be missing?

Being the organizer of a Microsoft family doesn't change the child status of the account, the family organizer needs to be an adult account the child account must be added as a child account thst will allow the adult account to manage this settings

Let me explain a couple things to you on how MS determines the whether an account is a child account or not.

1. Date of birth (DOB) when the account was ORIGINALLY setup. This is set in stone and even if you go in and change it the system only sees the DOB when it was originally setup.

2. Whether an account is in a family as a child account.

So with that being said until an account reaches its 18 birthday per the DOB when it was originally setup it is required by law to be part of a family as a child account.

The reasoning for that is that an account is required to agree to the MS terms of use for the account (which is a contract) and it is illegal to go into a contract with minors.

The system will allow you to remove yourself from a family as a child but if your DOB when it was originally setup is still under 18 it will not allow you to do anything on the account till you are added back to a family account as a child.
