    On that Contact Preferences link, are you signed up for the newsletter? If not, I would try signing up for it just to see if it sends you the newsletter.

    The newsletter you are mentioning was sent out on August 27. If you signed up for the newsletter after it was sent out, it would seem you are out of luck.

    It was a Microsoft Store newsletter, I'm not exactly sure how to sign up for it - but I would suggest starting there. Also, keep in mind this was a US only promotion.
