I understand how you feel, two step verification does not work properly with xbox 360, and there's more: If you lost access to your account and have two step verification active and does not have any security proofs, you won't be able to recover your account,
so, use it with caution

What type of email account was it? For example, live.com? gmail?

And have you go through the steps to try and recover your email account?

Also, if your phone number is linked for two step verification, then are you receiving a text message when you try to access your Microsoft Account? or do you have to go through the Authenticator app?

Sorry to hear about what happened. This is clearly not the situation I want you to be in. Just to set your expectation, due to our account safety and security, only us the account owners have the ability to recover our accounts and verify their ownership. Even a Microsoft Support cannot recover our accounts on our behalf because they're protected by the security information we have setup on our accounts which we only have access to.

In regard to your account issue, since your two-step verification is enabled, I am afraid that it's going to be difficult to recover it if you don't have access to the security information you set-up with the two-step verification because it's an added layer of security of your account where only you can access not even Microsoft can access it for you.

I have an account that I lost and there is a phone number verification but I lost that phone number and got a new one and I tried the recovery form but it dident work but I also have video proof that I have the account I tried the recovery form but it didn’t work

The recovery form wont work if you have 2 step verification enabled.

When you first enabled the phone number verification it would have given you several backup recovery codes which are meant to be used in this exact sort of situation. It would have told you to save them somewhere safe.

Did you save those codes? If not unfortunately your account would be forever lost as having two step verification enabled also takes the ability to recover the account out of the hands of support

https://account.live.com/Proofs/Manage and sign into your account?

If you are signed in on the account security proofs page, please change your password again.

After changing the password, check your security information (i.e. secondary emails and phone numbers that are used to recover your account in case you forget your password).

Make sure that there are no unknown emails or phone numbers present. A hacker that added their own email and phone number could then recover your account again with the provided email and phone number.

And MOST IMPORTANTLY: Scroll down on the page and enable Two Step Verification.

After enabling Two Step Verification, set up the free authenticator app on your smartphone.

With that app and Two Step Verification, the Live service will ask for a secret code whenever someone tries to sign in to your account from a new device.

Unless the hacker physically steals your phone, the hacker can't get the code and will be unable to get into your account to change the password.

Also change the passwords of your email accounts that are in your account's security information.

If the hacker managed to get access to your recovery email account, they can again reset your password, and confirming the reset through your hacked email.

If possible also enable Two Step Verification with your email account, if you are using Gmail or Outlook.
