This seems like an automated response and does not help resolve the issue. I need someone to reach out to me for assistance. When I went to the link you provided it says there is no phone call/chat for this kind of issue. But as stated in my post, I cannot resolve this with the account recovery form so I need someone to contact me or provide me a support call number to get this issue actually handled and away from this continuous loop of automated support that is of no help.

The hacker could only have changed your account email address and deleted the old one. If it wasn't that, you could not be able to create another Microsoft account with the same email.

And if you change a Microsoft account email address, you will not delete the Xbox gamertag associated with it.

Probably the hacker is using your account to play Minecraft. You can contact Microsoft Official support but they will tell you the same thing: the only option to recover a hacked account is by using the recovery form:

If the recovery form says your account does not exist (because the hacker changed its email address) you cannot recover it. I'm sorry about that.

Hello Riffo, if the recovery form didn't work probably the hacker changed the email address associated with the Microsoft account you're trying to recover.

I know the next could be frustrating, but I must inform you that's not possible to recover the account if the hacker managed to delete your email address

It's required that you know the whole email address itself. If it's a different email or account, you should be able to try the account recovery form on a different device or internet browser.

It's the only way you can try to recover your account by knowing the right email address and fill out the recovery form.
