You only can play an Xbox game (purchased digitally) if the title is an Xbox play anywhere title.

If you have a physical disc or if the game isn't a play anywhere title you can't do that

The above has instructions on how you can use remote play to stream the xbox version of the game from an Xbox to your PC.

If you want to play the game directly on PC without streaming it then youd have to purchase the PC version of the game separately
