As you mentioned you’re unable to sign into your hotmail account. When signing in, go to ‘forgot password’ which should take you to a list of your contact options to reset your password, from there select ‘I don’t have any of these’. That will then allow
you to verify with your chosen email address.

It is strange but I would recommend that you change your email account and transfer it to a new one or use a passkey or verification that reaches your cell phone either by text message or call that confirmation to access your account at any time

I also believe the verification code can be tested to a cell phone number that is on file.

Have you changed your cell phone number since setting up your Microsoft account?

They would not.

They can look up the accounts like I said with gamertags, phone number, payment options that are on the accounts.

They will then send either an email or a text with a code in it to any of the emails or cell phones that are on the accounts that they can find they DO NOT see the email or phone number that it is being sent to until they enter the code in that you would
give them once they enter the correct code in that is how they verify ownership of the account. once that is entered in they then have access to see the email that is associated with the account and are able to give that information to you.
