How to get voice chat/game chat to work again?

I am unable to hear anyone, and no one can hear me. When I click on to channels, there is a message at the bottom of the screen highlighted in red that says. "Disruptive Behavior Enforcement: Voice chat temporarily disabled for public channels" I have gone to Microsoft, Xbox and Activision's website, and I do not have any bans. I need to fix this anyone have any idea what I need to do next

Fr tho.... party chat works its game chat, as in in-game voice chat that doesn’t work and no one seems to know why.

Question, I can hear the game audio, but I cant change the chat volume, yet I can still hear my friends in party's and game chat. The only way I can change how loud there voice is to change the game volume on my X12. I tried going to preferences and voice,
but when I switch to play through headset, I don't hear my friends. Is there anyway I can change my friends voice volume? Because chat volume doesn't work on game chat and party chat.

Yes you can use your kinect for voice chat

Go to settings>kinect then check if the use for game/voice chat is check marked if not check mark it then use it for game chat knowing how COD has many players in game chat

How have you got your headset connected?

I ask because as there are separate volume controls for chat and game sound you should not encounter this problem.
