I already tried refreshing, and that's not my custom profile picture

Mine was doing this sent it back to Microsoft for a replacement

I would recommend performing a reset on your console while keeping the games and applications by following these steps:

1. Press the Xbox button on your controller to open the guide.
2. Select Profile & system > Settings > System > Console information > Reset console.
3. Select Reset and keep my games and apps. This will reset the operating system and remove all potentially corrupted data without deleting your games or apps.

If I may ask, may I know which platform device are you using to cancel the download, is it on Windows PC or Xbox console?

Have you tried to refresh the Xbox app using the refresh button in the upper left corner? I'd assume this issue is caused by Xbox Live services currently not working properly which is why I guess there's not much you can do in order to fix this. If that's
your custom gamer picture you could try changing it and see if that fixes the issue.
