How to fix gpu max throttle?

I just bought a Gigabyte Vision 3070 and it's had a couple of issues with full throttling at idle, but I was able to fix it before, but now it won't go below 90%, the only way it goes down is if I uninstall it through device manager. Tried to update the BIOS but it won't let me. Need help!

You should contact Gigabyte support, sounds like there may be some issues with the hardware

This feels like the laziest answer you could have given. "Defer to seller" LOL, Windows 11 is proving to throttle most modern gpu's, it's despicable.

Please log out, reboot the computer, and log back in to hopefully enable GPU

If you have a game running the Xbox will throttle the download to make sure it plays well. Do you see a "suspend my game" option above the download wiindow? Smaller games are often throttled based on their size and current network loads

Do a quick google search and you'll find that depending on make of GPU 85% is hot, but nothing to worry about,

AMD GPUs can easily take temperatures of over 100% while NVIDIA prefer to be slightly cooler, but will happily peak at 85%.

Also remember that even if a GPU does reach these high temperatures, they will throttle themselves so that they wont just burn themselves out.

Throttled Escape is the one where you use a relic and escape? If so, I used pistol only and was a medic. when that and pistol are maxed out it's pretty cool.
