How to fix error code 00000074 on Xbox X?

I just did a full shutdown from settings and this shows up. Nothing in troubleshoot works. I would really like to get this working again.

If the reset didn't work, we may need to perform an offline update. To do so, do you have the following:

"A Windows-based PC with an internet connection and a USB port

A USB flash drive with a minimum 6 GB of space formatted as NTFS"

Okay as soon as I get to my PC to format one of my flash drives I'll follow the steps

So I tried as SN1P3R SK33T suggested but an now getting a screen that tells me something went wrong and the error code E200 00000074 00000000.

This is now the only screen I get when I turn on the Xbox even after a hard reset. Can anyone tell me what happened?
