How to enable background permissions for Xbox App?

My Xbox App on my desktop keeps informing me that the backgrounds permissions for the Xbox App are disabled and so I keep attempting to fix them, I've scoured the web and none of them are having the same problem as I am. I'm unsure if maybe I'm misreading or just not using the right Windows 11 prompt, but the Xbox App doesn't have an option to even access background permissions for the app. I get to the 3 dots, press advanced settings, and there is no background permission, just permissions and Runs at log-in. I've even made sure my delivery optimization was absolute with no bandwidth throttle, attempted to go to my command prompt to ipconfig to flushdns to netsh winsosk reset and make sure that the windows auto tuning is normal and still nothing has changed. Because of this my party chat has been glitchy and my download speeds are down right horrendous. My steam, Discord, Battlenet, literally any other apps that I have work and download speeds are fine and up to 250mb/s speeds. Can anyone please help me with this chicanery of nonsense, is anyone having this same darn problem?

Please, follow these steps:

Press the Windows Key + R then type "regedit" on the text field and press Enter.

In the address bar, copy the path below and press Enter:

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\BackgroundAccessApplications

Double-click "GlobalUserDisabled" and modify the value to "0".

Your PC will be automatically added to the account when you log your account into the Microsoft Store app and when you enable offline permissions in the Microsoft Store app, you can enable offline permissions in the app settings.

The option to add devices on the devices page only applies to Microsoft products.

You can start the game offline but you need an account first and enable offline permissions in the Microsoft Store app on your Windows.

Open the app, go to Microsoft Store settings and enable offline permissions.

To enable Xbox Game Bar to run in the background on Windows 11, you can follow these steps:

1. Open Settings and click on Gaming.

2. Click on Xbox Game Bar and turn on the option to Open Xbox Game Bar using a keyboard shortcut.

3. Go back to Apps and select Apps & features.

4. Search for Xbox Game Bar and select Advanced options.

5. Make sure the Background app permissions are turned on.

If the app is still not working, try repairing or resetting it. You can also press Windows + G to open Xbox Game Bar.
