If you need to migrate your Microsoft account region because you moved to another country, you can do it by following these steps:

“Sign in to your Microsoft account and review your info.
Select Edit profile info.
Update the info under Country/region, State, Postal code, and/or Time zone, as applicable.
Select Save.”

“On your Xbox One or Xbox Series X|S
Follow these steps to update your settings to your new country/region, and then restart your Xbox console. When you make your first purchase in the new locale, you'll be prompted to update your billing info.
Sign in to your Xbox console.
Press the Xbox button to open the guide.
Select Profile & system > Settings > System > Language & location.
Select your new country or region from the drop-down list under Location. If you also need to update your system Language or Language region, do so now, and then select Restart now.”

On PC:
“Select Start > Settings > Time & Language > Language & Region.

Under Country or region, select your new region.

You can switch back to your original region at any time.”

yea but over the phone they said that they would have to force a gaertag change seeing how my full name and my area code by the way is in the gamertag

Thanks for coming to the forums with your question. There is a lot of Eastern European countries unable to purchase live or games. This is due to it most likely isn't available in your area. You can view the
list of countries to see where Xbox live is available. It changes from time to time. As for your area you would need to speak with a gamer you know, or a game store to find out
how to purchase games in your area.
