How to change GTA V language.

That's really odd. Let's try something different.
If your language and location are set to United States - English right now.

Please delete the game and power cycle the console one more time.

After that, download the Xbox app in your phone.
Once configured go to the profile tab and tap the little cog icon in the upper right > under app settings > language and location select the same configuration as your console

Then go back and go to the search tab > search GTA V > tap on it and select "download to console"
Once downloaded verify if finally the game appears in English

If the issue persist you may need to reach Rockstsr support to see if there is a bug with the latest GTA Version, because according to their official article is enough with changing the language on the console

May i know if you tried selecting English US - United States to see if that changes the in-game language?

Also, what console do you have?
Or is this happening on PC?
