    Actually as MS and xbox live customers we all can make the service safer by respecting the rules and the Code of Conduct. If you think anyone has violated the Code of Conduct just report that person and if you think your account is at risk just change
    the password and up your security proofs.

    Maybe it's just how it's worded, but I'm not exactly clear on what it is you are asking.

    If it's about the misuse of someone else's account, or just general "policing" of the Xbox community, there are tools already available to you. You can report such activity, directly from the console.
