how to access xbox live permission without parrent account

Yes, I get the same error as on the screenshot, so I tried with a parrent account and it showed no error. I was able to buy the game but my funds are still on my account and not on the parrent account so I didn't buy the game.

I checked the setting and nothing seems wrong with it, everything is set as non-restictive as possible.

Is there a way to transfer funds from my account to the parrent account?
