How many times do i need to factory reset my xbox one console to get my friends list to...

I have done the power cycle many times, still getting the error code. But why would I do a factory reset of my console if my OS version is on there, can't I use that instead of using the factory reset one?

I have tried wired and wireless but its still the same switched my router of several times. After doing factory reset it did eventually go but i selected reigen as america then my console went through all the steps as its supose to do. I then didnt know
how to change my reigen to South-Africa so after factory resetting i again get stuck with your console needs an update but it will not connect but it says my connection is good and that the problem is on xbox ones side.....

but remember you need to download all again because this is a full restore of the console

If the steps that WPAK listed didn't work then please try a factory reset on the console. There's an option to keep games and apps so you won't need to redownload them and your saves are safe on the Cloud.
