The link provided above will not let me register the rechargeable battery as a device. Am I entering the wrong serial number? I am trying the S/N number on the battery pack.

If you find that the batteries in your Play & Charge Kit are not storing energy as long as before, keep in mind that rechargeable batteries eventually wear out. The length of time that a rechargeable battery lasts depends on how frequently you use the battery
and how frequently you charge the battery. If you use the battery frequently, the battery won't last as long as if you use the battery only occasionally.

I use batteries to play on my Xbox, rechargeable batteries take a long time to recharge.

How long have you been using that rechargeable battery? Try to use normal AA batteries just to check if the controller is functioning normally
