How does this warrant a Notice of Enforcement?

on why it was removed.

The enforcement team does not use the forums. It's possible that while they were investigating they found other offenses that warranted an extension. The enforcement team can only be contacted via the case review process on enforcement.xbox.com.

The enforcement team does not monitor these chat rooms the only way to contact enforcement is through their website at enforcement.xbox.com

If you feel that the suspension is not warranted then you can file for a case review at their website and they will investigate the report again and determine if they can lift the suspension sooner.

Be aware that the Notice of Enforcement might be for something you did weeks or months ago.

If someone reports something you did that violated the Code of Conduct, that report is being queued into the Enforcement report database.

Depending on the type of violation and how many (or how few) people report it (more reports raise the "urgency" and speed up the position in the waiting queue), it can take several days or weeks until an Enforcement Team member can review that report.

So if you got an enforcement notice on Thursday at 4:01, that only means, that at that time an Enforcement Member decided that after reviewing the information and evidence from a report from days or weeks before warranted an Enforcement action.

However, the actual report could have been in the waiting queue for much longer, as the Enforcement team gets thousands of reports each day.

It would warrant another suspension, but it would be up to the enforcement team as to how long. Using another account to bypass a suspension violates the rules in itself, but it can also be seen as harassment.
