How does this person not get banned?

I signed into xbox yesterday and had received two messages, “Kill” and “Yourself”. To me thats enough for someone to have a ban. Apparently xbox doesn’t see it as a problem if it’s separated into two messages.

Next, they sent “your grandma is” and “dead”. Then, “she dust”, “she deserved it”, and “she suffered(with laughing crying faces)”

After I told him the grandma stuff didn’t bother me, he went on to say “dead end job, your girl is cheating, and you are in debt”.

Then to finish it off he says, “slit those” and “wrists”.

Seriously? I reported all of this on the xbox dashboard with detailed descriptions, and a couple hours later he sends “hope you stop touching” and “little kids”. So obviously no action was taken against this person.

Someone who sends messages like that has no place on xbox live. With the deaths caused by cyber bullying on social media, I would expect someone who goes to this length to torment someone to be dealt with in a significant way. I mean any amount of profanity
gets a 24 hour communication ban, but someone trying to motivate suicide gets nothing?
