How do you turn off built in controller buttons on Xbox cloud gaming?

I understand your concern. Can you confirm on what device do you play? Please try the steps below:

In the More Options menu > Touch control layout > turn the touch controls off. Additionally, make sure you open the app with a controller so that it will give you the correct UI. And once you open Fortnite with your controller already connected, please try not to touch anything on the screen to help not enable touch controls. Especially when you start matchmaking, do not use touch controls.

You can also do this. In the in-game settings, go to the Account & Privacy settings. Select "Controller" under "Device" and restart Fortnite.

If it will still give you touch controls, what you can do is go to settings, HUD layout tool, from here you can remove all the touch buttons on screen and resize the weapons bar.

That would be a great feature, however, as of the moment, there is n option to do so. To sync the cloud what we need to do is simply quit the game and then perform a power cycle before re-launching the game. The game data will re-sync by doing so, however, if it's already overwritten it will just sync the new data.

1. Turn off your console by holding the Xbox button on the front of the console for approximately 10 seconds. The console will turn off. ​​​

2. Turn your console back on by pressing the Xbox button on the console or the Xbox button on your controller. ​​​

There has been an issue with controllers doing that since an update in November. Try plugging the controller and doing a hard reset (hold down the power button on the console for 10 second to turn it off, unplug the console, plug it back in, and turn it
back on).

FYI, for issue #2, Gold is not required to use the cloud on the One. As long as you're signed into Live, your game is automatically stored in the cloud.
