No, digital purchases from one microsoft account can not be transfered to another account. You can use the content from the one account if they are using the home console of said account, or the account is logged in at the time to validate content license.
But you can not transfer the license off the account.

Hello ChargedVortex3, If you purchased the game directly from your parent's Microsoft account, you won't be able to pass it on or transfer it to another account.

What existed before was the migration to the Microsoft account, however when a digital license is purchased in one account, it cannot be moved to another.
