How do you link an Xbox account to a PSN account?

Please accept my apologies, if you want to play with your friend that’s on PlayStation, this depends entirely on which game you want to play.

So there is no a specific answer regarding this matter, each developer establish the way how players between platforms can play.
However, not all games have the cross-play feature.

Your friend that plays on PS5 can link their account by following these steps:

“SIGN IN TO PSN:tm: WITH YOUR MICROSOFT ACCOUNT

On the Minecraft game home screen, click Sign in with a Microsoft account. 

Follow the instructions on the page to go to http://aka.ms/remoteconnect to enter the unique 8-digit code and complete your sign-in.”

However, please advise your friend that once they link a Microsoft account, it is not possible to unlink it.

Additionally, you don't need to create a PSN account to play with your friend, just make sure to ask them to add you by following these steps:

“HOW DO I FIND MY FRIENDS ON THEIR MICROSOFT ACCOUNTS?

1. Sign into your Microsoft account and click Play on the home screen.
   
2. Tab to the right to reach the Friends tab. 
   
3. Click Add Friend. 
   
4. Find friends by entering their Microsoft Gamertag in the Search box.”
