To turn on push to talk on Xbox, you need to follow these steps:

• Open the Xbox app on your Windows 10 PC and sign in with your Microsoft account.
  
• Join or create a party with your friends by clicking on the Party icon at the top right corner of the app.
  
• In the Party widget, select the Party options … button and choose Party audio.
  
• Select the Enable push to talk checkbox and choose a key that you want to use as the push to talk button. You can also adjust the microphone sensitivity and volume from this menu.
  
• Click on Save and close the menu. You can now use the push to talk feature by pressing and holding the chosen key when you want to speak to your party.

I’ve checked both and I can’t find the notification settings but I’ve checked everything else are it is turned on and this is also regarding the Xbox app so I don’t think my account in general has anything to do with it.

I’ve been having the same issue with my Xbox One. Ever since Xbox did an update on the controller, it crapped out. I’ve called them over and over and they haven’t been able to help me. They said my controller was faulty so I bought a new one. Same problem. The controller keeps disconnecting for no reason but the home button will remain on. I can’t turn off the Xbox with my controller, I can’t do anything with it. That has been happening for about a week. They’re sending me a new one and I’m willing to bet I’ll still have the same problem. This is total garbage and Xbox NEEDS to fix this ASAP!

I’ve tried looking at requesting a refund but I can’t seem to do that from the Microsoft order history page
