How Do i return permission to a removed account from alias?

I'm afraid that the only thing you can do in this case would be to contact support via https://support.xbox.com/contact-us and open an unauthorized access ticket. That will open a case regarding the account until they're able to figure out what happened.

• If you remove an alias that's an email address from a Microsoft domain (like @hotmail.com, @live.com, @outlook.com, or @msn.com), you're permanently deleting the alias and it can't be associated with any Microsoft account again.
• Make sure you save any info that you want from this alias before you remove it. All your email and contacts for this alias will be immediately deleted from the server and can't be recovered, and you won't be able to access Microsoft
  services like Xbox, Skype, and OneDrive if they use that alias.
• If you're removing a primary alias, you'll need to choose another primary alias before it can be removed. If you’re using the primary alias to sign in to Microsoft services, you may not be able to sign in to these services after you delete
  the alias.
• If you remove an email address from a non-Microsoft domain (like @gmail.com), then it usually becomes immediately available to be added as an alias on another Microsoft account.

Unfortunately there is no way to do what you are requesting. In order to switch around the primary sign in email or alias, you would first need to create a new email to replace the email you want to use from the account it is currently set to. However, once
you remove your desired Hotmail email as an alias from the account it's tied to, it can no longer be used as an alias on any Microsoft account. Here is the information found on Microsoft Support:

What I would do is...

In your new MS account

• Add a new temporary alias (use an outlook.com alias - can be anything, it's only temporary)
• Make this your primary alias
• remove the alias you want to add to the old account

In your old MS account:

• Add the new email address as an alias
• Make this your primary alias
• Remove any email aliases you no longer use

There is no possibility of transferring a game to another account, access is unique and exclusive to that account.

Now, some users often create an alias within their Microsoft account. Alias has the same features and signatures added to the account as it only changes how you log in, however it is the same account.

If you think about making this alias the default, and removing the old one. Be careful because:
