The game was purchased in the XBox Store from XBox online. This bundle included the game and many different downloadable car packs. In game, they appeared in my message center. When I try to accept the cars, it says my settings won't allow them to be downloaded.

I found a video last night detailing how to reset the XBox to factory settings, but I haven't tried it yet, but I'm hopeful that this will work.

I feel like I wasted money on this purchase, as I'm being denied what I paid for.

Try logging out of your account and logging back in to see if that fixes it. You can also try redeeming through other devices such as the Xbox mobile or desktop app. Try restarting the console as well.
