How do I recover my download that has been reset?

Did the download fail? Or did you pause it to continue later?

If a download stops abruptly (this means that you didn't paused it) or you canceled it there's no option to restart where you were, you have to start all over.

Yep I did that and all my downloadable content is there but in game progress and completion has been reset to beginning as if I just bought the game. Is there any way to recover THAT lost info or do I just have to play over from scratch? Feeling disappointed

"Since you mentioned your account was locked, do you mean your account might be locked due to suspicious/unusual activity? If yes, you will have to unblock your account first by submitting an account reinstatement form:

Once your account is unblocked, you can try to recover your account again through the account recovery webform."

Unfortunately if someone else already migrated your minecraft to their own account there wouldn't be any way at all to fix that. At least not from Microsoft's end. Minecraft Support might be able to help but if they cant then nothing else can be done.
