How do I play the GTA IV dlc that I purchased on disc?

For the disc version of DLC, you may ask assistance from the game support/developer. From then, you may see all the add-ons or DLC from the library however, installing and using while gaming might be possible only if you achieve the pre-requisite of using the DLC. Often times, the game developer will provide you the specific level or points or complete an achievement before you can unlock or use the DLC. I can't I need the game to play the DLC's. So do I have to have a disc or can I download GTA IV from the Marketplace and play the DLC's?

I No Way I, you don't need the original GTA: Iv disc to play TBoGT. That is what EFLC is for. EFLC has both DLCs (TLaD and TBoGT) already on the disc. So technically you don't NEED the original GTA: IV disc to play TBoGT. If you WANT the original GTA: IV
disc, then follow what I No Way I said, OP.

It is hard to tell though because the OP didn't specify if he wishes to play the DLC-version or the one from EFLC.

and you will need to have the GTA IV disc in your drive in order to use the LATD or BOGT DLC. if you have the disc version of those 2 you can play them without having the GTA IV disc.

do you have the GTA IV game disc in your system? if not you need it to be able to play the downloaded Ballad and Lost DLC.
