You shouldn't have any issue transferring all of your saved characters to xbox one from 360.

are you transferring them correctly as only one save file can be uploaded at a time, so you have to transfer your saved data for each character one by one, I only just recently did this for my borderlands 2 saved characters and had major problems getting
all of the characters transferred.

On Borderlands 2 the online saved games are in relation to any that you uploaded from 360. You can log onto your 360 and choose to upload characters to an online save and then download them on your xbox one. For characters created purely on the xbox one
version of the game these would just be available in the usual character list without having to specifically download them. I have played the Handsome Jack collection over 2 different consoles and all my characters (both new and uploaded from 360) were automatically
synced in the cloud and availble to me once the game had synced the latest saved data upon starting.

If you are concerned about losing your games do you have any friends with xbox consoles that could let you log onto theirs to check that your saves have synced and are available before you do a reset? When you press the menu button on your game and go to

I'm not sure why you can't, but I read that link like 10 times before I transferred because I really don't want to lose all my data on the Xbox One version.
