This is probably due to Parental Controls, if the game has multiplayer options, that's probably what is preventing you from playing.

As for the streaming. With the Xbox One in my living room, it was awesome for my son to be able to play Batman Arkham Knight on a laptop in his room (which I had HDMI out to his TV) essentially making it like the full experience.

My sons account has xbox live but says I need to give him permission how do I do this?

If you were under a child account before it changed to an adult check your privacy setting and make sure that stream is set to allow. I was just able to live stream on my Xbox one. One of the update changed the setting on streaming so make sure you have
it set for streaming allow!
