How do I make an official complaint?

Don't want to air complaint publicly, just want a contact for an official complaints department to escalate an issue

I was wondering why I couldn't find anything. Thanks, I'll find a way through somehow! Support aren't much help, especially when part of your complaint is about them...

Surprisingly they do not have a complaints department however you can escalate a support issue.

The best way to reach Live Support would be here:
Xbox Support

Step 1 ----Select Xbox One

Step 2 ----Select See other options

Step 3 ----Select topic (Ex. System Update)

Step 4 ----Select "Show contact options"

Step 5 ----Select request a call from support

That depends what it's for. If it's against another player, then you Report them from their profile page. If it's something to do with Xbox in general, then you would contact Support.
