I am also having this issue. Additionally I recently reinstalled the game after a long hiatus and it seems to have installed at season 3. I believe the game it supposed to be on season 6 now?? If not then that is obviously irrelevant but if it is...how do I fix this as well as accessing the Data Pack 2??? I would really like to play the game again but at this point this is the SECOND Call of Duty game that has essentially been bricked by issues like this and thus become unplayable for me (looking at the bad updates back in Advanced Warfare...)

Which console do you have? Your subject says you're trying to install on a One S, but your message says Series S.
