How do I get my Xbox Series X to download games while it’s turned off?

In settings if I go to sleep mode and startup it only gives me the option for standby or energy saver

Standby puts the console into a lower power state and continues to download/update games.

Energy Saver turns off the console. In Energy Saver it's not possible to download games or updates.

That's all you need to have the console automatically updated, only thing that can prevent the console from automatically update it's that after configuring this you change the power up options to energy save mode instead of instant on

You also have to go to power and st it to instant on so the console goes to standby instead of turning off.
